The DVD recorder DVR 1600 CyberHome. He says he supports the playback of NTSC and TV. Will this have on the recording of a VHS-PAL (PAL VCR) to DVD? Also in this DVD recorder is reliable? Can you recommend a good DVD] recorder ($ 100) [budget?

Some DVD recorders can from a source in PAL or NTSC-PAL-NTSC-record source, but not a secret signal for the host - in other words, you can get in a PAL if your source is NTSC or vice versa - versa . Moreover, NTSC DVD recorder does not record a NTSC tuner with a PAL DVD format.
The only real solution to this problem are:
If your friends a DVD player, a PAL-NTSC converter - where they can play an NTSC disc and on a PAL TV (or vice versa integrated).
Or
If you buy a converter NTSC to PAL and place them between a camcorder or VCR and DVD recorder with PAL recording capability for DVD recorders can record PAL DVD.
